التعاون الصيني– الإفريقي قراءة في ضوء خطة داكار 2022- 2024

الملخص

تناول هذا البحث خطة عمل داكار (2022-2024)، لكونها إحدى مخرجات المؤتمر الوزاري الثامن لمنتدى التعاون الصيني- الإفريقي (Forum on China- Africa Cooperation (FOCAC المنعقد في داكار (29 نوفمبر - 30 نوفمبر 2021)، وتم تحليل هذا الموضوع من خلال الجوانب التالية: أولاً: صور التعاون الصيني- الإفريقي في القرن الواحد والعشرين، ثانيًا: خطة عمل داكار للتعاون الصيني – الإفريقي (2022-2024)، ثالثًا: الدبلوماسية الصينية ومواجهة الدبلوماسية الأمريكية والغربية في إفريقيا، ومن النتائج المستخلصة تعتبر خطة داكار (2022-2024) مبادرة هادفت إلى زيادة تمسك الصين وإفريقيا بمبادئ عدم الإضرار، والمساواة، والاحترام، والمنفعة المتبادلة، وعدم تدخّل الصين في الشئون الداخلية، وتبنّي مسار تنموي يتناغم مع البيئة الوطنية الإفريقية من دون ربط المساعدات بتوجهات سياسية أو اقتصادية، وبناء عالم مفتوح يعّمه السلام الدائم والأمن العالمي، والازدهار المشترك.

China-Africa Cooperation: A Reading in Light of the Dakar Plan 2022-2024

Abstract

This research examines the Dakar Action Plan (2022-2024), as one of the outcomes of the Eighth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC), held in Dakar (November 29-30, 2021). The topic is analyzed through the following aspects: first, the forms of Sino-African cooperation in the 21st century; second, the Dakar Action Plan for Sino-African Cooperation (2022-2024); and third, Chinese diplomacy and its confrontation with American and Western diplomacy in Africa. Among the key findings, the Dakar Plan (2022-2024) is considered an initiative aimed at strengthening China and Africa\'s adherence to the principles of non-harm, equality, respect, mutual benefit, China\'s non-interference in internal affairs, adopting a development path that harmonizes with the African national environment without linking aid to political or economic orientations, and building an open world characterized by lasting peace, global security, and shared prosperity.
